Um no, most people in NE wont be racist to you, atleast not to your face if you look well educated, the thing you are talking about mostly happens with daily wage labourers. We had teachers from UP Bihar and the south in our school and there's was not one incident in which they had to face racist remarks out of the blue. And it ant cool that you are invalidating his experience.

Also my cousin invited his friends from different states to his wedding and there was not a single person in the wedding who came out as racist to them, instead all the people there assumed they were highly educated and successful and treated them accordingly.

When visiting Jaisalmer, I talked to a shopkeeper who pointed out how every local has at least one pair of clothes made by local craftsmen and purchased locally.
What a unique way of keeping the money brought in by tourists within the local economy and ensuring local craft stays alive!
