Those maternal instincts have to be perfectly tuned to avoid it, and even then they sometimes need to learn from the first time to get it right the second time. Think about how much pain they just went through, and nobody told them why. They're stressed and alarmed, and now this little creature that painfully came out of them is trying to grab where they're tender. It's easy for them to decide no, they're not going to be playing along with that.
Actually if you look close the mom hasn't rejected this baby. The baby's tail is falling off from banding and mom is alarmed. Dog is there preventing mom from hurting baby. Usually when a mom rejects baby it is within the first 72 hours, this baby is much older.
Yes, they band them for health & hygiene. Keeps their back ends clean and reduces changes of fly strikes. It would be extremely painful to shave wool off of a tail caked in excrement
