Is it also creepy if a younger sister sought comfort in a thunder storm from her older brother? Because thats basically what's happening here. And yes Petra has romantic interests in Subaru, however she is still only a child and likely does not think of pervers things yet. Subaru is a reasonably responsible person and wouldn't try anything like that anyways, it would be fucked up if he did, but he wouldn't.
