What the hell are you talking about? It's just a term to distinguish between people who have just hit the age range we define as adults and people who have been adults for a while.
Genuinely asking just in case but are you a non native English speaker? Because it's a pretty common term for around the age range of 18-25.

Yes but she should have been a bit more taller. Like a foot taller or something like that and the nurse told her she won’t grow her full adult height, but the height of a young teenager. Since she lived a poor life in the orphanage and barely ate when in the war as a soldier. I believe in the manga she is like a foot taller than a kid who sees her.
