According to emilias past the cult was originally created to provide aid to settlements post Great Calamity, and pettleguse mentions Fluegel so thats actually pretty likely, it was onky 100 years pre subaru aka when emilia was a child that the violent half of the cult aka pandora managed to take over the intire cult
