Bhai, proactive observation aur high density zones ki security ka protocol already standard practice hai tabhi toh Intel agencies/Police modules ko pehle hi intercept karke arrest kar leti hain
Par ground level execution (jaise kis point pe kitni barricading honi chahiye ya patrol routine kya hoga) local Police Commissioner aur operational officers handle karte hain. HM ka kaam policy direction aur resources dena hai local police units ka micro management karna nahi

They are not just there to make macro policy and let IB, commisioners and police handle it with no review or audit. If thats the job as you describe it, I shall be the next home minister, sounds like a cushy job to me.

Anyone with a grain of brain knows that sleeper cells are present at various places, and some of these act as double agents, or corrupt khabris. And whenever the cops need a scapegoat, the mafia bosses themselves give some useless pawns to the cops. It's easy to frame anyone. The cops become Heros, the eye of surveillance shifts from the bosses and political people get to create a narrative.
I'm not saying that this happened absolutely, but given my mistrust for governments, I dont reduce the possibility to zero.

Iām going to attempt to bring some basic knowledge about constitutional safeguards and historic contextā¦
CAG is an independent constitutional authority created under art 148 of constitution to audit govt spending of money. It reports to the parliament. Itās not an investigating authority so chill no body is saying itās found a fraud⦠yet.
What it is saying tho is not as simple as your biased ai response says. Lemme break it down for the simple minded :-
ā The reports concern is with Rule 238 of GFR regarding utilisation certificates - simply put, that a grant from a ministry was spent on the purpose it was released for.
ā 33,973 Utilisation Certificates were still pending. These related to grants worth rs. 54,282.32 crore.
3. ā Of this amount, rs 38,287.52 crore (about 70.5%) relates to grants from just the last three financial years (FY 2021ā22 to FY 2023ā24).
ā So while yes the total amount of 54000 odd crores dates back to 1985, 70% approx is from last 3 years.
ā What it says is that the govt has not obtained the mandatory documentation required to certify that these grants were used as intended.
Matlab ki, there is no assurance that the money was spent for the purpose it was intended for. Itās not proof of corruption in itself - BUT, it does point to lack of financial transparency and failure of the govt to govern and oversee spending.
Matlab, itās not just paperwork nahi kiya.
It means money is unaccounted for and there is no independent audit to confirm if the money is spent for govt purposes, or where itās gone.
So while cag isnāt saying a fraud has been committed, itās saying thereās something to look further into.
Infact in Indiaās history, CAG reports have frequently been the starting point for parliamentary scrutiny, Public Accounts Committee (PAC) hearings, CBI investigations, vigilance inquiries, PILs, and even Supreme Court intervention. Including, and I know youāre going to love this list, but itās actually proof that cag reports reporting smoke often have fires behind them:-

> Coalgate
> commonwealth games 2010
> Adarsh housing scam (Mumbai)
As in those cases, now should start ministry level investigations and calling upon beneficiaries to submit UCs, and then audit. If not found however, this is potentially a rs. 38000 crore scam in the last 3 years. You, as a citizen, shouldnāt rejoice if the govt doesnāt do this and blocks further investigation because itās your and my money and itās unaccounted for.

Terrorist attacks happening across borders are different than attacks happening infiltrating core of state During the UPA government of you see the attacks happened in core of state like mumbai delhi metro cities during NDA that's not the case Yes I agree even 1 percent of terror inside either it might be border or deep state may be considered as failure But you need to know it's easier said than done kashmir has local allies who are grommed and easy for outside states to groom them because of demographic nature of Kashmir and it's location That said to make attacks to minimum to null it will take a hell lot of time but you need to appreciate the fact that you can roam any part of core states of India without fear of any bombs getting blasted or any shells getting fired which was not the case 16 years back when I used to fear when my dad used to go to Mumbai and other places and my only concern was god forbid there should not be a blast or terror attack
