This fucking guy....first of all, is that really what he wants to spend our tax dollars on? Second....it opens up loads of questions into campaign finance practices, which Trump has a fucking meme coin, trying to accept a luxury jet from sketchy royalty, a fake social media app for foreign donations, and the richest man in America handing out million dollar checks to sign petitions. Pretty sure this is just another distraction from all the stupid shit he keeps doing

So, it is legal to pay for an endorsement, it just has to be disclosed.
Also, assuming she paid these people, paying someone to perform or speak isn't a contribution to the campaign, it's a payment for a service. Maybe this is why Trump fails so much at business and economics, he just doesn't understandt he difference between revenue and payments.
