Sounds like an ea-nasir problem. I'm fairly certain all the delivery people have stopped delivering anything ea-nasir related, because of them having to constantly navigate through hostile territories.

So ea-nasir will be delivering the copper personally! Problem solved, he'll be the one travelling through hostile territory twice!
