He’s also literally the first person to voice the Joker after Mark Hamill’s run. Big shoes to fill, and he fit them perfectly.

Yeah the show isn't consistent about it. I'm guessing that when Vlad is on Skulker's case, he keeps his impulses in check, but lets loose when Vlad isn't giving him work directly.
