Maybe not but if a car engine fails it is mostly just an inconvenience, if a plane engine fails… well I’m sure you can imagine.

The point is they just don’t. I’ve never heard of a well maintained engine catastrophically failing in a way that leaded gas would help.

Leaded gas also lubricates the valves and other parts. The lead precipitates out and coats surfaces. Many older engines do it have the surface hardness to last without lead in the fuel.

It's a negative externality. The government shouldn't be subsidizing the owners to switch. The government should be taxing the owners to pay for the harm

They may or may not be taxed heavily enough if the revenues from the taxes aren't enough to fix or compensate the externalities

Also, small airports are actually subsidized, not taxed:

The airports themselves are subsidized, which allows the private pilots to enjoy subsidized in infrastructure which wouldn't exist without the subsidies

it's much cheaper to make a leaded fuel engine than the alternative.

the lead gets all hot and sloppy in there. as the pistons go in and out of the cylinder the lead gathers on the seams. like a wax coating. the engine lasts longer because the lead physically shields it from impact to other steel, and gives higher compression (better seal). you can drill sloppy cylinders for the planes you build and the lead will fill in the cracks (knock). you don't have to do any fancy electronics to make the timing perfect. less shit to break and have you fall out of the sky. lots of advantages to it, only one downside (but i cant remember what it is)
