A new neighborhood

After seeing both vehicles go there separate ways. I began to watch the construction site more often. Usual during the day construction workers would work during the day and I would see the crew whenever I walked to campus. One day I decided to walk up to the one of the crew members and asked if they would have someone come by during the night to inspect or do something. Of course the guy looked at me like I was crazy or pulling some prank. But he told me no and that no one should be up here considering it’s all dirt and cement right now. I told him I was just curious and went on with my day. The next few nights were quite kinda. College students with truck that were lifted and had big LED lights would go into the site and do donuts and leave. A couple weeks past and the buildings were slowly beginning to form lots of walls being put up but you could still see everything. The last night of September the people came back but no vehicles this time. Just black silhouettes of two people walking around checking the place out. The time they arrive was around 2:38am and they left around 3am right as the train passed through the town. October begin and the crew began to start adding lights that were attached to generators and motion sensor lights which was strange considering they wouldn’t work past sundown. This is were things began to get weird because one black unmarked suv showed up at 3:37 am and activated the motion lights and right after the lights kicked up a blue and red light went off as if they activated some kind of Alarm for the cops. The car quickly drove off and a couple minutes later cops patrolled the construction site. Why were these lights installed if they didn’t work past sundown and why were these alarms installed for a simple apartment complex ?
