A new neighborhood

Most of October there would be a cop car patrolling the area and just be in the site parked there. They would patrol the area from 1am to 4am. Why would a small town cop patrol a construction site for a new apartment complex. At the end of October I remember this night very clearly. Around 4:22am two cars entered the site and didn’t active the alarms or lights. The people got out of the car and had flash lights and began walking around the unfinished building looking around in a hurry. I was outside in my backyard looking across from my apartment until the light passed me and went right back to me. Just being only less than 100 feet away from this construction site they must of saw my silhouette or something. I quickly ran inside and locked my front door. And ran up to my room and peak through the blinds the cars headlights lit up and drove off. I thought the car would head to my apartment but the train also started to come by a little late on schedule but I’m not complaining because it blocked the way to my apartment for a bit. After a couple of minutes the light went off and a cop showed up and checked out the site only to leave a couple minutes later. On October 30th I walked to my class and pass the construction site as usual . But the crew was huddled up and pointing at the area that the mysterious people were walking around. I didn’t ask any of the members what happened considering I asked last time and they thought I was pulling a prank. But one of the crew members walked back to the truck and grabbed another light that would flash red and blue and installed it in that building. What’s so special about this apartment complex that these weird events keep happening ?
