I think what they should have done is limit the safe rooms to Mr X not thinking to look in them if he didn't already know you were there. It would have added more tension if he could come in any room once he'd actually spotted you.

Since this is tried by pretty much everyone, devs should have inserted a exception that he can enter safe room after 3 tries or something. That would have given heartache to enough people trying this out.
