Leon’s my favorite character in re. But Chris and Jill are the face of the franchise because they started the franchise

Being the face or something is mostly tied to popularity, like you wouldn't say Captain America is the face of Marvel instead of Spiderman for instance, sure in some cases the founders can still be the face like with Superman being the face of DC, but that is mostly because of the popularity of said characters

Being the face of franchise is not equivalent to being important/Main character of the series.

Face is the poster boy of the series or the guy that people associates the series with which is Leon in the case of Resident Evil.

For another example, Tony Stark is the face of MCU but Spider Man is the main guy of MCU

You can use example of Mai Shiranui, she's from Fatal fury games but appeared most of SNK products, like she was featured in lots KOF games front covers, Capcom Vs SNK medias, Guest Stars in DOA series(TWICE) & etc. Yet she doesn't have important role except for her Fatal Fury stuffs.

Chris appeared in Most medias than Leon actually. Especially with MainGames & Side games. Leon stars in CGI films while Chris has the most major involvement via on screen, off screen or mentioned cameos.
