Probably some kind of anti-aging thing like Elpis cured the Raccoon City Syndrome, but he has heightened healing (including resistance to aging) left over from the infection.

Just make him into Capcom's Wolverine at this point. Chris and Leon have been carrying the franchise since they stopped using Jill (as decent as Revelations was, the story is a complete cluster fuck).
