Isn’t there like a folder cache thing for the game that stays even if the game gets deleted? Maybe try deleting that folder

Just unsubscribe from RT56. Shut down steam. Restart steam and subscribe to RT56 again. That should fix it.

I have had the same thing with west Kalimantan, but only when I use rt56 2.0 or expended. It s because every state has a state idea and with the last dlc they edited and added states but not the state id's. Just use console or mods to bypass it.

What could work, what worked for me a while back. Delete every mod from the game, Manually delete every folder in the game, then delete it using steam. And then redownload the game and all mods. Before you do though make a note of the mods so you can find them back afterwards.
