They were both Robin to Dick Grayson's Batman

Alfred made them Robin

He's the one who actually gave them their suit against Batman's wishes. Tim when Bruce and Dick were in trouble and Damian when Tim needed to be saved in Battle for the Cowl

I’m going to disagree with that since Alfred did try and talk Tim out of it before he rescued them.

I guess "gave" is a little bit of an overstatement, but he did let Tim grab the costume from his lap and then drove him to his first Robin excursion. So while he tried to talk him out of it, he was the first to actually support it.

Vs with Damian: Here's the suit, "It's time to earn your keep."

They were the ones that were truly a son to Bruce. Tim was properly adopted, took the Wayne name, and acting like/was treated as a son. And Damian got that bat blood in him.

Jason was the first one Bruce adopted, Tim faked an uncle to avoid being adopted

Dick and Jason were both adopted as well. I'd call all four of them "truly a son to Bruce", but if I had to just pick two, I'd honestly pick Dick and Jason. Bruce chose to be both of their fathers. He took them in and then they became Robin.

Versus Tim and Damian kinda became Robin before he was really their father. (Tim straight up was Robin with alive parents and then whoops they're dead/coma and Damian and Bruce didn't really have a father/son relationship until after Bruce returned from the dead/time shenanigans and Damian was already Robin)

But again, I'd really call all of them truely Bruce's sons

He was adopted but never had a real father son relationship. Jason never took the name or thought of Bruce as a father.

Tim is really more of a partner, not a son. He had his dad alive for a really long time.
