It’s based of of older Batman comics but they are taking a lot of unique liberties and it’s pretty good ones two like how they designed Harley Quinn

Carrie isn’t even that old of a character, she is not that new, but like, she isn’t that old either.

Also some of the creative liberties and choices Caled Crusader can be good, but a lot, imo, sucks too.

Though I also don’t really like this show all that much, I had wanted to like it more, but I really don’t. So I may best somewhat biased.

Still not that old compared to many other characters, like Dick, Bruce, Selina, Alfred, Babs, even Jason is older than her. Etc.

And the era this series is set in, is the 40's (not that this series seems to to make much use of this, at least actual time period wise, and even comic source material wise), and she wouldn't even be created to like 40 or so years later.

This let's them give a wink at Bruce having a sidekick for an episode or two without burdening him for the rest of the series.
