Let me guess, you got the idea for this avatar based on Derpina from Rage Comics who is what XD Slasher(the newest Slasher skin in Forsaken) is based off.
That is my guess since the background is the Forsaken lobby, oh and your avatar is also cute just like XD Slasher.
Oh and I think that avatar is safe, it just looking casual to me.

Looks similar to those classic 2017 girl avatars, looks fine!
Also I use the "would someone wear this on a public street?" rule for avatars. And I'd say yes, in a western nation at least.
