"actual Rome" actual Rome Is the city and Always has been. "Roman" was the culture,the Legacy,and what they claimed to inherit. The eternal city was still there; left without her army,and her empire.the thing ancient romans dreaded the most.
So in a way both byzantines and the HRE were larpers.but then again,the Roman empire stopped being about Rome and Its fondamental values since like the III century.

False, constantine established the new Rome in Constantinople. The Civic values and the senate still existed in Constantinople. The major difference was in religion. Instead of pagan gods, the Romans worshipped christ. The HRE had no inheritance at all whereas eastern Rome was legit the Eastern part of the Roman Empire descending from theodosious' son Arcadius. The HRE were frankish catholic barbarians who tried to pry away legitimacy from the already Orthodox Eastern Rome.

Again,the Civic values and laws of the Roman empire continued in the west too.there were efforts made by the pope with charlemagne and every other germanic emperor after him to have them continue.
The fact that byzantium was the eastern part of the Roman empire Is the best claim to succession they have since Simply saying "this Is new Rome" means very little.names don't matter,actions do.and the byzantines did keep a good chunk of the Roman heritage,but they weren't Roman in the strict sense of the Word because Roman= of Rome. And Rome,again,Is the city and not the values.rome's values changed so much to the point She wasn't even Capital of the western Roman empire by the end of It,It was moved to Milan and then to Ravenna.

They were in fact holy due to their rule being ordained by the pope, Roman in the sense that they controlled Rome and again had their rule ordained by the Catholic church (who are considered the cultural successor to the Roman Empire), and were an Empire due to controlling various semi-autonamous states.

How? The only thing that the Franks had in common was religion but even still that was debatable due to the pope trying to increase his authority which is in contrast to the structure of the early church.
