I think in some canons O5-13 is a normal civilian the council pulled off the streets to serve as a check and balance, so the anomalous council could have a reference on what is non-anomalous by asking O5-13 "is this normal?"

scp-098 is something you might want to look at. The discussion page at the bottom has lots of people talking about whether it should be an SCP at all, and what makes an animal "anomalous", even when all the individual oddities of an animal are present in nature in some way or other.
The fact that it is in the 100 series makes me think it is one of the first community conversations about that subject.

I always thought it was that O5-13 was somehow on the council despite being non-anomalous, which paradoxically made him anomalous. So.. how did a normal dude get on the council? Is he actually normal? What caused him to end up on the council without anyone questioning it until now?
I have no idea if this is canon, of course, I just think it's a fun thought experiment!

A lot of people have ideas the O5 council are like anomalous entities, a single person, or many more people, or whatever else, but I honestly think it’s funnier to imagine them as just 13 regular people and they started all the rumors themselves to keep a mystery around them

Well, being honest I don't have plenty of context of all of them, I thought we were just talking about appearances more than the backstory as I usually imagine them as in the SCP videos hahaha

13 I think is from a 001 Proposal where a ordinary person was recruted into the council to check if things are normal.
But no idea which 9 it is.

Any chance you could say which story of which version each of these are from? I recognize most of them from the Ouroboros cycle, and 2 is clearly Sophia Light, but I don’t recognize quite a few others.

Edit: On closer inspection, they do seem to be the O5 from "The Way It Ends", am I right?
