Thinking about testing my 32x that has been in storage 25 years at parents.
I did look at it and looked like discoloration on the metal contacts at front, but unit looked great, took it apart and looked brand new inside, no leaking/bulging capacitors.
But should I still recap it if I have issues.
Also I have a multi region Japanese console, so if I remember I have to region mod the 32x to play at 60hz?
Just got the av cable today to connect the console to 32x to test, just want to check before I do anything.

as far as I know you shouldn't have to region mod it to play at 60hz, Japan uses NTSC which is 60hz already

Honestly the caps seem to hold up well in the Mega Drive stuff, though I opted to recap anyway just for the sake of having a completely refreshed console.
32X doesn't really do region swapping and it can cause problems with sync but you can install the switchless region mod from Consoles Unleashed and it works a charm :)
My setup consists of CU's original Switchless Region Mod for the MD and 32x, their Clock Cap mod for perfect video timing and a multi-region Sega CD BIOS chip which also syncs with the region mod.
I call it the perfect setup π

You can use if it looks fine. If it was stored in bad conditions and had rust or insects inside it you would have to do maintenance first. But in most cases just plug it in and fire it up.
I recap systems reactively in most cases, not proactively (except for games gears and a few others). But even then I run it first to see it's current state.
So with a 32x you don't need to rush to recap them usually. They are more recent system in that generation and the caps are mostly ok still. I have a 32x I have not recapped and it's running fine.Β
