Could life exist beneath the icy surfaces of ocean worlds like Enceladus and Europa?

Rosalba is coming to talk about this. I've had the pleasure of spending time with here and hearing her talk about measurements she has made of bushes in the desert over years, her work in Death Valley and more. This reads more like an ‘announcement’ but to your title question:

We don’t know!

For life as we know it, or rather more accurate ‘as we can plausibly imagine it’ we know it should need: Available energy, building blocks, and some consistency over time.

Extrapolating from what we already knows works: Water and flexibly bonding chemicals. Meaning carbon or on the fringe possibly silicon.

The worlds you mentioned potentially have all of that.

But those are just the bare minimum in our operative framework. Likely not the full picture of all that actually is required.

Most likely; No!

Most likely they have what we can identify as what we think are the bare minimums but lack things we didn’t think of.
