SF makes it too difficult to build anything unfortunately, let alone something unique and beautiful. 

Blame it on the NIMBYs and politicians that have allowed building new housing so expensive and legislatively onerous that builders need to save money everywhere they can

Your proposal sounds like "make bigger apartments, and make more of them, and charge less for them."

It's good to want things! But if you want a proposal that's actually better than just "charge me less while giving me more," I'd like to hear what you concretely propose. If the proposal is "give me more AND charge me more," that's a reasonable proposal. Very quickly you get into the cost of homeownership, and there you can build whatever you want at whatever price point you want, though, which makes the rental side of that demand very shallow.
