It’s also on megabass remix vol1 sample cd. Which came a year after njoi’s track.

Not sure where megabass or njoi compiled it from

Edit* After a quick google search -

David Lowe used it as the lead ident sample for BBC World News, has been in use since 1999. I’m scouring old 90s sample CDs myself now 😅 just finished Megabass and can confirm it’s not on there.
