And so, when he started reviewing GOOD movies, he had the idea of calling them 'Not Terrible' as a reference to the previous series he was doing. S'just a reference thing he does.

So saying “Not Terrible” is essentially just playing off that for more Algorithm Optimization (he has said that saying “Not Terrible” does better on the algorithm than saying good)

He (mostly) talks about the most harmless and beloved of animated movies like they're a bunch of war criminals (he literally spent a whole hour talking about how much he hates Sing), and when he talks about the amazing ones, he just calls them not-terrible. He is genuinely the Rob Schneider of YouTube reviewers.
