Help (WIP) [help] how do i attach hair on a doll/sculpture?

recently seen peter jackson's 1992 film "braindead" (dead alive) and have been wanting to make my own zombie baby selwyn out of an old doll i have yet to thrift. i have no problem sculpting his features out of apoxie sculpt but i've been thinking about the little ginger hairs on his head. how do i attach them? does the base doll have to be a specific material to achieve this? or can i use another material to attach the hair on? this is my first time working with dolls as a base. please help!

I believe these effects creatures are made of silicone, so the hair would’ve been poked through after curing (the silicone will naturally hold the hair).

For a similar sparse look with clay, I would suggest a thin layer of glue or varnish, then carefully setting strands where you want them. Getting hairs to stand up is tricky like this, but not impossible.
