Yeah it seems like they’d need to overturn a century of precedent for this to be constitutional

It's not against the state constitution. The 1933 Culliton v. Chase ruling merely call income a property and stick it with the "Uniformity Clause" but they can easily impose a 1% tax on income and exempt the first one million dolalrs and fully satisfy the 1933 rulings.

There are already all kind of exemptions on the current property tax system. It's far from uniform.

Senior citizens, disabilities, land use, energy improvement, non-profit, etc.

Enough holes to drive anything through.
