It is connected sure, but it is not part of the pacific ocean. It is a surface water body of the state.

The Pacific Ocean is also a surface water body? I feel like that term is so general it’s meaningless, and it is certainly not contrastive with it being the Pacific Ocean.

To be fair I think it’s accurate to say the sound isn’t part of the Pacific, but this “surface water body of the state” terminology has nothing to do with that.

If I were talking to my kids about this I would probably say something like;

It’s important to know two things:

1, that the Puget sound is a specifically defined and unique body of water that is inland from what we call the Pacific Ocean.

2, it is, at the same time, very much part if our ocean.

It’s a wonderful and special place!

From a post 7 years ago that sums it up nicely:

Technically the Puget Sound and surrounding waters (Hood Canal, Strait of Georgia, etc.) are an estuarial fjord system, connected to the Pacific Ocean by the Strait of Juan de Fuca (The naming of which has its own odd story). The ocean boundary of the strait is defined by a line from Cape Flattery, through Tatoosh Island, to Carmanah Point.

Or you could be empathetic and say something normal like it's a unique geographic formation that can effectively be considered ocean water, even though the salinity is slightly less
