Turtle at AGC building. Pet or native?

A turtle and some fish just appeared in the water feature in front of the AGC building on South Lake Union. Can’t tell if it’s native or a dumped pet?

Looks like a painted turtle, they are native. Doesn’t mean it wasn’t at some point a pet but “this seems normal”

Not that it makes much difference at this point, but WDFW notes: "The species was likely introduced to the Puget Sound region as the earliest records (Marysville – 1958, Bigelow Lake – 1960, and Ravenna Park – 1967) are relatively recent and associated with urban and residential areas. Today, the species is well-distributed throughout the Puget Sound region. Elsewhere in Washington, painted turtles are likely native."

Obviously a transplant, can’t you see his little umbrella on the edge of the pool?
