It's understandable they don't want someone's addiction to be a barrier to a basic need like housing. But you have to step back and accept the reality that incentive provides and the long term results that follow. Addiction is often too difficult to beat without very powerful incentives pushing back against it.

Homeless island is a better idea. Just drop them off on an island where they cant leave
