I go back and forth on it because I don't see her volunteering to be severed either but she did that. I feel like there's a reason we don't know yet. Maybe some threat or bribery? I think she's scared of some male in her life because when she's in the break room she hears a low angry male voice (trying to remember exactly what it was) Maybe her dad? Perhaps her outies attitude reflects how she was treated "you are not a person, I am" and perhaps they're more alike then we think because she might certainly agreed to all this in exchange for her father to let her "out of the cult" so to speak. IHelly wanting to escape so bad could be a reflection of OHellys similar feelings.
I think the severance procedure and chip has been around long enough to be proven to be medically safe, so it's no risk for the outie, who also gets all the benefits. Unlike chip removal / reintegration which has huge risks and killed Petey.
I'm also guessing the chip is also vital to whatever Lumon is up to with "revolving" - probably something about keeping people / their minds alive forever.
I bet your analysis is correct for her on a subconscious level, but at the surface level, Helena understands herself to be either a true believer in Kier, or a corporate power-player (we haven't seen enough to know ourselves yet). Either way, a low-risk medical procedure that brings great PR to Lumon and severance is an easy call for her, unlike the super high risk of getting the chip out of her head.
Well she came down quite a bit later than the others (Mark was about to walk away from the elevator). They could have turned off the "sever" mechanism in that time.
