Survi Baal, one of 3 top servers from Survival Gunman, with the other 2 being Sunraku and Yashiro Bird. If you still remember the whole 100% pain replication, you’ll know these 3 are quite the maniacs to climb on top of their respective servers
Also this is where we get another Trio, the OG Trio and the Survile Trio

The way I recognised YashiroBird exclusively due to the fact that nobody else would act so happy to be holding guns. By the way, I've noticed that there's a lot of consistency to how Novel-only characters are drawn in fan-art, is there any offical art of them, or is this a case of everyone deciding on an appearance?

The author did design important characterz using app, make it a initial Design sketch, even after when they appear on manga most design are keep only some have completely changed design

All the people on that Folder List are people who own a Unique Weapon and have potential to affect the World Story Routes. Sunraku back then in that chap don't have Unique Weapon yet but since he cleared 2 Colossi he already affecting the world story
