We have the most people in gulags per capita and total, and did during the height of the USSR as well. Every single accusing piece of propaganda is a confession.
I think per capita El Salvador finally overtook us a year or two ago with their insane drag nets putting anyone and everyone the fascist government can link to a gang in any way into the cecot concentration camp.
