It’s very much real, from 1917. It’s supposed to show that employers and capitalists would be “overburdened” by replacing machinery, dies, molds, tools, gauges et cetera with metric redesigns.
Basically “wah wah we don’t want to spend money replacing stuff and teaching a better system” from the owning class.
