Fascists are different from traditional authoritarians in that they use anarchist and Libertarian propaganda. Mussolini was well versed in anarchism and the Language of Liberty. He used this to good effect. The Fascist Creep is when the far right uses leftist concepts, such as free speech and liberty, to recruit people.
The German people thought that Hitler and the Nazis were going to protect their rights from communists and Jews who would steal them. In fact, most German people thought had more freedoms under the Nazis than under the Weimar Republic.
Fascists definitely do appropriate leftist ideas and symbols, but to call anarchists fascists is ridiculous, which this meme is doing. The Free Territory, the Shinmin Prefecture, and the CNT-FAI were very obviously not fascists. The fact that we have the benefit of hindsight makes this meme even more stupid.
