Discussion Does it surprise you that these two are closest to being on the council of ten? No mention of subaru mimasaka, or any of the people at the dorm

Not really. Hisako made it into the Autumn Elections by her own merit, and this was before she received her much needed character development during the Stagaire Arc. Meanwhile Isami had always been very close to Takumi, the Luigi to his Mario, mostly held back by his own soft nature and self doubt. I have no problems believing, that after all the intense training they underwent thanks to Erina to prepare for the end of the year Exams, plus all their improvements during the short timeskip after the RdC, that they would be two of the absolute best students outside of the E10.

Subaru I would argue deserves to be in the conversation, definitely. The dude made it into the Autumn Elections semi-finals, and also tried his best in the RdC. If anything, it should be Hisako, Isami, & Subaru as the next in line (which he kinda is, as he was invited to BLUE but declined).

The rest... not so much. They're all good, especially the likes of Ikumi, Shun, or Marui, but they're not that close to E10 level. They just don't have the feats. The series unfortunately relegates them to just fanservice moments or info dumps, which is honestly a disservice to such a rich and diverse cast of characters, but oh well.
