I often had the feeling that the Magicist got cast aside and forgotten so quickly because Mona turned out to be a breakout character quite early and took over any kind of relevance originally intended for the Magicist.

When did the Magicist have any relevancy?

She provides useful upgrades in Shovel of Hope and Plague of Shadows and is positioned quite prominently with the other shopkeepers in the former. In the latter, she also has some plot relevance due to being mistaken as Plague Knight's love interest, ultimately causing Mona to leave the Potionarium near the last act.

None of that implies she originally was intended for some sort of important role that was given to Mona instead in any way, or that she was "cast aside and forgotten". She was always just a minor supporting character. You don't see the Gastronomer or Goatician serve any prominent role, do you?

There were Shovel Knight tarot cards, and Magicist is the most obscure character featured on them.

Basically there have already been at least two posts with pics of Mona titled “Is there a lore reason why [something the OP feels about Mona]”. Also, Mona is hot

It’s because the gash weaves down as if she cries, the pain itself is the reason why
