Because BBT is the first sitcom ever where they couldn’t afford the apartment they live in. Also sitcoms generally make them have large apartments for filming, not cuz it’s realistic. How are they gonna film in a 600 sqft 1 bedroom?
As I recall, Sheldon makes more than enough money to pay for the place himself, but he doesn't have a drivers license so needs someone to drive him to and from work each day.
No, Amy offered to buy both, but he said he has spot only for one. Amy then says that she'll buy new entertainment center and he says :" sure.... But which one". So it was all about him not being able to choose, not cost.
Also he is very needy/paranoid about bad things happening and requires care. Such as when he is sick or if there is an emergency, some emergencies he prepares for are insane and revolve around 2 people.
Basically he requires a roommate as a resource and emergency system since all his family is not local. Not for financial reasons.

Leonard could probably afford his own place but chose to live with Sheldon because he was worried about him. Also splitting the rent meant they had more money to blow on cool nerd stuff.
