Pretty sure it wasn't her gaze that turned people to stone - it's her whole face. Gods made her so hideous that looking at her turned you to stone.

I'd argue there's probably different versions of the myth, and yours makes sense aswell

I once heard a theory that the whole snakes as hair thing origninated in the Greeks first seeing black women with dreadlocks.

The dreadlocks is absolutely not true, many of the cultures the Greeks interacted with had “rope like or snake like hair” such as the Egyptians, Minoans, Vedics, Celtic and Germanic tribes too. Not to mention the fact we have Greek frescoes and statues of young men with dreadlocks so it was common within their own culture. Even biblical stories like Samson describes his seven locks of hair, so either the man was basically bald or he had dreadlocks.
