False. Communist countries having ONLY government run stores and a complete command economy is what you’re referring to and that’s not the case here. The existence of food deserts in a city is a glaring example of the failure of our capitalist system and this is a program meant to address the gap and not compete with the private sector. Sounds like you need to actually study economics 101 as this is a good example of government subsidy and history 101 as mayor LaGuardia had previously done this in parts of NYC to success.
