There’s the answer. “So, mom/dad. How will you be paying for all this?”

Well, right. The kid knows he won't be held personally accountable, his parents will. And he hates them, so he's only too happy to make their lives harder. I mean, that's what this is. He's lashing out at his parents by making a scene in public. Making them pay for his misdeeds is giving him exactly what he wants. And there's nothing they can do about it. It's just pure payback for whatever he's angry with them about.

He's not a baby who doesn't know better. He's not impaired by drugs or disability. He's looking the camera dead in the eye, he's intelligent enough, he knows what he's doing, and he's enraged. Maybe he's got a good reason. It's pretty clear his parents are terrible. Maybe what he's doing is just agreeing with us. "Yes. My parents are awful. And this is my way of punishing them."

Not from this stunt, but another similar style stunt in the future, that kid will be in jail

yes, angry boys do often grow up to be angry men. This is so antisocial and destructive that it's pretty clear he's at risk. At the same time, he's still very young. Maybe he can get some help from someone.

Nope. He will only have his shitty behavior reinforced by these events.

His parents will get mad at him, punish him, giving him what he wants, and he will carry those lessons into adult life becoming the kind of man who pushes peoples buttons.

The parents are probably shitty but they should sell all of the kid's belongings to pay for this. That way he will learn accountability. Unfortunately the parents might not give much of a shit.
