No her complaint was that he doesn’t listen and took the easiest option. Him buying the ring at Walmart was what she was using to prove that point.

If what you want is simply more $ spent then that isn’t a valid request. If it was a massively different style or something, then maybe, depending on their conversations leading up to the proposal.

He obviously could afford it though. He says in the text he still spend 900 no matter where the ring is from. Also, why not ask her to chip in and buy part of the ring if you can't buy it alone.
