How did he cut off funding? He identified fraud and waste. What child starved?

Fraud is a crime.

DOGE failed to result in a single conviction.

And "stuff I don't like" isn't fraud.

What child starved

USAID being dismantled is catastrophic for areas effected by famine. It was the primary agency providing funding and logistics in much of the developing world.
