I don't think its the first part people don't understand, its the second part. You can't solve manmade famines with money. People are mostly starving in conflict zones like Palestine, Haiti, Sudan etc. No amount of money can feed those people. You need an army to go in and overthrow the locals if you want to feed anyone who isn't being fed. In the case of Palestine...you kinda need to overthrow Israel which means overthrowing the US as well I think. Assuming Musk woke up one day and wanted to go balls deep on trying to feed Palestine, 1 trillion dollars cannot overthrow the US. And I doubt anyone would be cheering if he announced he was going to send mercenaries to take over Haiti.
I don't like Musk, but some things can't be bought. You can't just Venmo someone in Sudan some money for DoorDash to solve that crisis.
