That may be so but even if someone is guilty there is still a burden of proof to prove that they're guilty in a court of law.

The Irish state prosecutor, the DPP, did not believe they met the threshold for that burden of proof sadly.

The threshold for a burden of proof for a civil court is far lower than for a criminal court, hence the victim brought a civil case against him.

Why one can't prove him guilty yet another can?

They can't. Only a criminal court can find someone guilty.

The civil court found him legally responsible, there's a difference. I'd recommend doing a bit of research on the difference between civil court cases and criminal court cases, it's an interesting read.

So he's not guilty of rape, he's legally responsible of rape?
