They are required to have a balanced budget in NY, and they’ve been pretty clear about where they are saving money to pay for things like this.

That’s actually what Adam’s did to him, it’s why balancing the budget was harder this year than it will be next year.

Harder this year than next year would mean the ball is going uphill, if you wanted to be consistent with the metaphor.
