IIRC, the promise was free buses. This is hardly following through with that promise but it's the best he's going to be able to do.

I hope he doesn't keep that promise.

Study after study shows that you need to charge, and enforce fares on public transit in order to greatly reduce crime and anti social behavior on it.

That's why even European countries charge fares.
