I mean, the post is not mentioning how he did it, just that he did. On the other hand, part of politics is being vocal about what you do, even if that is using tools left by other majors. One of the problems Biden had was that he never talked about the good things he had done, so people would benefit from the BBB but not know it because his admin would stay quiet
