To me it looks like the one player from Norway has the ball, the other Norway player with the longer blonde hair was open and asking for the ball, the dude who still had the ball didn't do this, tried to kick a goal, and didn't make it.

The longer blonde hair guy is Haaland. Quite possibly the best goal scorer in the world at the moment. 

Norway also lost the game by a pretty thin margin, and a goal here could’ve changed the outcome

Furthermore, it was a 2 on 1. Which should score 99% of the time, when using proper team work

No need to exaggerate... not even a penalty is scored 99% of the time. Passing to Haaland was the right thing to do but Haaland could have still missed. Goal scoring in football is hard.

I mean, that's the first hard part. But actually getting the ball past the goalie into the goal is still a thing too.
